未來10年 殺手機器人 商機近3兆

一輛1公尺長、看似玩具的坦克藉由履帶迅速移動，接著突然停下，其機槍以準確的命中率朝目標開火。這個看似科幻小說的場景，實際上是美國陸軍正在測試的一款「殺手機器人」。

由「奎奈蒂克北美公司」研製的這種殺手坦克，是許多國家軍隊正使用的海陸空無人駕駛作戰機具之一。

市場研究機構IHS指出，逾90國正運用這類系統。預期2014年到2023年，殺手機器人工業產值將達980億美元（約台幣2.94兆）。美國仍是這類產品的首要市場和推力，但許多國家都在建立自己的機器人作戰系統。

奎奈蒂克設計的機器人，主要用來協助士兵進行偵察、監視或進入危險地雷區執行任務。該公司最新的「模組化先進武裝機器人系統」配備榴彈發射器或機槍，能致人於死，但必須由人員遙控操作，不能獨立作業。

儘管如此，許多人擔心機器人技術搭配人工智能（AI）發展，就算不致出現電影《魔鬼終結者》裡邪惡的機器人，光機器人會殺人便很可怕。聯合國上月在「特定常規武器大會」舉行非正式會議，討論殺手機器人研發生產是否恰當，年底前還將進一步就此展開辯論，人權團體也極力反對。但有些人認為，AI技術要成熟還需數十年，在可見的未來，這類系統必須有人監控。

然而，目前已出現會自行決定是否攻擊目標的自主式武器。例如以色列「哈比」無人機，製造商IAI稱它為「射後不理」自主式武器，軍事術語稱「繞行式械彈系統」，在發射進入敵人後方，會徘徊尋找適合目標，並自行決定是否摧毀目標。

這類殺手機器人最大障礙，是如何區分敵軍和友軍。國防專家說，分辨坦克和小貨車不難，但敵方和友軍坦克對機器人來說長得差不多。美國空軍副參謀長詹姆斯承認，AI要做到分辨敵我，恐怕仍需多年。
