港府祭制裁措施 菲表遺憾堅持不道歉

香港特區政府宣布，就馬尼拉人質事件，向菲律賓採取首階段制裁行動。

菲律賓政府發言人回應時表示，形容制裁措施是「不幸」及「遺憾」，重申不考慮就人質事件作出正式道歉。

香港特區政府實施的制實措施，是由下星期三開始，暫停菲律賓外交或公務護照持有人，14天免簽證安排。
