擴散條件差 西半部空氣較差

環保署空品監測網指出，中部及雲嘉南地區受大氣擴散不佳影響，局部地區擴散條件較差，空氣中懸浮微粒偏高，過敏族應注意。
行政院環境保護署空氣品質監測網今天預報表示，台灣西半部地區及離島地區空氣品質為普通等級，指標污染物為懸浮微粒。東半部地區為良好等級。
中央氣象局預報，今天清晨輻射冷卻效應，氣溫偏低，白天回暖；不過，下午寒流報到，未來3天，嘉義以北低溫下探攝氏8度。
環保署空氣品質監測網也指出，21、22日受強烈大陸冷氣團挾帶境外空氣污染物影響，西半部及東北部地區空氣中懸浮微粒 (PM10)及細懸浮微粒(PM2.5)濃度偏高。此外，中南部地區受地表風速增強影響，局部地區將有機會出現揚塵現象，空氣中懸浮微粒濃度較高，空氣品質將有機會達不良等級。

普丁稱索契冬奧將展現嶄新俄羅斯

俄羅斯總統普丁表示，舉辦索契冬季奧運會將向世界展示一個嶄新的俄羅斯，將有助提振民族信心，推動國家發展。
素溪冬奧會將在下月7到23號舉行。
普丁接受媒體訪問時談到冬奧會的保安問題。他說，非常清楚面臨的安全威脅，並且知道如何應對。執法機關和情報機構約4萬名工作人員將負責保安工作，俄羅斯將借鑒其他國家在舉辦類似活動的經驗，在周邊地區空域、海域和山區採取保護措施。

美加州山火緩和 危險乾旱依舊

美國加州「洛杉磯」附近一起燒毀了多棟房屋建築的猛烈山林火災在消防人員全力搶救下，稍微緩和，不過，官員警告，冬季乾旱情況依舊，危險仍在。
「洛杉磯」消防局表示，目前將近八成的火勢已被控制住，預計要到星期三才能撲滅大火。
此外，之前因大火威脅而撤離的民眾周日已返家，儘管紅色警戒已解除，但當局呼籲民眾，乾旱危險依舊在，仍需提高警覺。
這起大火從上周四凌晨開始，三名年輕男子在露營地點升火，結果遭到「聖塔安那」焚風吹襲，釀成巨災，多棟建築被燒毀，並迫使3千7百多人撤離，這三人已遭警方逮捕。
加州今年冬季非常乾旱，加州州長「布朗」已正式宣布進入乾旱緊急狀態，並尋求聯邦撥款協助。(照片取材自網路)
