眼科醫學會今天表示，為讓未來眼庫運作及永續經營，可由具有醫學背景、經嚴格訓練的專業人士，並在眼庫醫師指導下摘除捐贈者眼角膜。

行政院會今天通過「人體器官移植條例」部分條文修正草案，衛生福利部說，為配合全國性眼角膜保存庫建置，考量摘取眼角膜時間急迫性及技術性較低，除由具眼角膜移植資格醫師執行外，增訂得由具資格技術員摘取的規定。

中華民國眼科醫學會副秘書長戴明正說，建立眼庫可整合目前角膜移植醫院各自為政，全國性眼庫可有系統處理及保存摘取眼角膜，對於研究也能提供最大的效益。

戴明正說，目前政府委託台大醫院及成大醫院建立眼庫，當一切進入軌道後，再將兩個單位整併成全國性機構，訂定法規、訓練人員、經費規劃等。

草案放寬具資格的技術員可摘取眼角膜，戴明正指出，法令限制醫師資格才能執行，但有些情況是困難的，在人力缺乏制度下，參考其他國家制度，考量眼角膜是組織，放寬摘取組織資格限制。

財團法人器官捐贈移植登錄中心的即時統計顯示，目前正在等待眼角膜移植者722人。
