泰國政盪／盈拉未下令鎮暴 警力棄崗哨

曼谷街頭一處十字路口的警察崗哨，現在由反政府組織的糾察隊看守。廿五歲的糾察隊員唐恩表示：「曼谷現在由我們控管，提供維安的是我們，不是警方。警方已經離開，我不曉得他們在哪裡。」

法新社報導，示威群眾揚言從十三日起封鎖曼谷。一千二百萬人口的大城市，主要商業區竟然看不到一名員警。

穿黑色Ｔ恤，戴臂章和無線電對講機的糾察隊員，填補了警力真空，指揮交通並維持示威者的秩序。四十八歲的糾察隊諾帕登說：「已經很久沒有真正的警力了，因為警方只效忠塔信，而非人民。」

泰國總理盈拉決定不與示威者正面衝突，以免情勢一發不可收拾，讓軍方有理由發動政變，導致自己下台。警方也避免採取鎮暴作為，甚至棄守崗哨。警方說，催淚瓦斯、水柱和橡膠子彈是最後手段。

食管修法受阻 朝野各有話說

（中央社記者溫貴香台北14日電）國民黨團今天說，食品衛生管理法修法無法完成三讀，是因民進黨內部意見未整合；民進黨團說，無法接受國民黨「賴帳」說法。

中國國民黨籍立法委員吳育昇在國民黨立法院黨團舉行記者會表示，食管法部分條文修正草案，國民黨團或民主進步黨團增列院會議程都沒用，民進黨籍立委尤美女堅持「舉證反轉」，協商破局；此外，負責協商的立法院社會福利及衛生環境委員會召集委員趙天麟從去年12月25日到今年1月7日都沒排協商。

他說，程序上，國民黨沒責任，應由民進黨籍立委排協商；國民黨團副書記長江惠貞則說，遺憾食管法修法無法完成三讀，但國民黨團沒推卸責任。

是否開臨時會處理食管法部分條文修正草案？國民黨團書記長林德福表示，將先徵詢立法院長王金平與在野黨團幹部意見再決定。

民進黨團書記長吳秉叡說，行政院與國民黨列為重大法案的食管法無法完成三讀，執政黨不檢討，還賴給民進黨，讓人受不了。

趙天麟表示，食管法正在協商，國民黨團跑去開記者會檢討民進黨，這種行徑社會自有公評；食管法無法完成三讀，關鍵在於沒排入議程。

他說，尤美女堅持舉證反轉，不一定可行，但非常重要，應尊重立委意見。另外，法案出委員會後，審查報告3日才送到議事處，就算要排協商也無法排。1030114
