已故南非總統曼德拉的追悼會上，美國總統歐巴馬引領各國領袖交相讚譽，但諷刺的是，曼德拉生前不肯背棄老朋友古巴前總統卡斯楚和利比亞獨裁者格達費，常因此向美國嗆聲。

在南非種族隔離時代，卡斯楚和格達費就長年支持曼德拉領導的非洲民族黨。華盛頓郵報報導，曼德拉曾說，人權是國際關係核心，但「我的外交政策取決於過去我與某國關係，及對方對我們奮鬥的貢獻」。因此，儘管卡斯楚和格達費人權紀錄不佳，曼德拉出獄執政後並未背棄兩人。

卡斯楚曾在一九九八年、曼德拉擔任總統期間訪問南非，曼德拉曾不只一次訪問利比亞，為他的非洲民族黨籌募經費。

一九九七年十月，曼德拉準備訪利比亞時，美國國務院曾表示「失望」，後來曼德拉說：「美國怎能自大地要求我們該跟誰做朋友？」而當曼德拉與格達費晤面且擁抱時，曼德拉還批評「扮演世界警察的國家」，他說：「反對我訪問利比亞的人沒品。」
