由於每單位中華電信 ADR相當於台股10股中華電信普通股，以 7月21日新台幣匯市收盤價30.037元計算，相當台股中華電信每股為 91.61元。

為解決台北市建築老化問題，民進黨支持的台北市長參選人柯文哲今天公布第八支政策影片「公辦都更」。柯文哲表示，過去十五年台北市都市更新之所以失敗，主要因為「政府的角色不見了」，把問題丟給沒有公權力、公信力和公共資源的住戶和建商，以致頻繁傳出爭議。

柯文哲指出，1998年中央政府通過都市更新條例，以為只要提供容積獎勵，民間就會自發進行都市更新，但事實證明過去十五年，台北市申請都市更新的案例雖然超過1000件，但核准只有117件，真正完成只有54件，佔台北市全部住宅量不到1%。

士林文林苑釘子戶曾鬧得沸沸揚揚，柯文哲表示，文林苑正是因為把問題丟給住戶和建商處理，演變成兩方有紛爭，最後叫政府來拆，「我又不是黑道養的」，柯文哲說，文林苑事件凸顯公辦督更的重要性。

柯文哲主張，都更地點不只該由政府選定，由政府擬定更新計畫；更應由政府出面規劃、整合居民意願；原地或異地分配新屋，亦或轉賣政府，住戶可以自由選擇；並且公開遴選建商或營造商。

強調政府角色，但合宜住宅爆出弊案後，不免令人憂心政府角色介入是好還是壞。柯文哲則說，都市更新在國民黨來做都是弊案，但換個市長就不會了。
