歷經五小時 中山南路、忠孝西路恢復通車

歷經警方噴水車噴水、優勢警力抬離勸離，今天早上七點半、驅離行動進行將近五小時後，中山南路、忠孝西路總算恢復通車；不過警方將剩下不願離去的民眾趕往凱達格蘭大道的方向，仍有少數激動的民眾在景福門一帶僵持，但交通已經逐漸恢復順暢，警民衝突漸漸平靜。警方仍派員在周邊戒備維安，避免突發狀況發生。

反核群眾昨天占據台北市忠孝西路，警方今晨2時51分展開驅離，到今天上午7時，仍有近百名抗議民眾聚集在中山南路與忠孝西路附近，但被警力限縮範圍，周邊交通已大致恢復。

警方在28日凌晨2時47分展開行動，以1輛指揮車搭配1輛水車為一組，共出動兩組，外加警備車，隊伍由忠孝橋往館前路方向移動，在距離群眾約20公尺處停下；2時51分先以噴水車強力水柱驅離，2時53分由員警以勸離抬人方式，逐一抬離民眾。

警方先從忠孝西路由西往東，往館前路、南陽街、公園路逐步推進清空路面，抗議民眾陸續退到忠孝西路和中山南路口。但從清晨5時許到6時許，仍有近百名抗爭群眾在監察院周邊道路聚集未散。

警方在6時47分時再度噴水，並利用人數優勢再度抬人，先讓周邊道路可以單線雙向通行。

到上午7時，忠孝西路與中山南路周邊交通已逐漸恢復暢通，汽、機車已能通行，抗爭群眾被警方逐步限縮在周邊人行道。

退休學剪髮 幫銀髮族理煩惱絲

萬華區健康服務中心天使志工邱雲瑩，照顧社區長者多年，他看見許多長輩行動不便、無法外出理髮，學習剪髮技術免費幫老人剪髮，也和家人到遊民收容所、護理之家義剪。

60歲的邱雲瑩退休後，原本在聯合醫院和平院區擔任急診、病房志工，服務是弱勢或獨居長者；他觀察，老人家出院只代表病情穩定，不見得完全康復，後續服務也很重要。

邱雲瑩希望延續社區關懷服務，透過朋友介紹，2007年8月加入萬華區健康服務中心天使志工行列，定期服務萬華區80多名長者，登門拜訪、傾聽長輩的聲音。

一名老翁長期生病、和子女相處不融洽，看見孩子陸續搬出家裡心情低落，忍不住向他抱怨、透露輕生念頭；邱雲瑩得知消息，趕緊找里長、公衛護士反映並頻繁探望老翁、鼓勵老人家走出陰霾。

萬華區健康服務中心表示，邱雲瑩的妻子和孩子也投入公益，全家人照顧社區獨居或失能長者，若發現有高危險群個案，隨即向公衛護士通報，幫了不少忙。

松機第3停車場 5月開放里民租用

民航局在松山機場台北航空站東側，設置第三立體停車場，提供512個停車位。近來有民眾反映，該停車場每到入夜後，幾乎沒什麼人使用，建議開放給附近居民。

民航局台北國際航空站副主任徐乃新表示，在不影響搭機、送機民眾停車需求的前提下，將開放松山機場周邊鄰里居民以月租方式停車，初期規畫開放30個車位，最快5月公告實施。

位在敦化北路上的松山機場，設有3處停車場，第一、第二停車場皆為平面停車場，第三是立體停車場。

由於松山機場多是商務旅客，再加上松山機場第三立體停車場的使用者，多為在機場工作的員工，每天入夜後，停放車輛就急速減少，甚至晚間11時後，場內更僅剩「小車兩、三輛」。

市議員許淑華表示，近來接到不少民眾反映，第三立體停車場，約莫晚上6時後，直到隔天上午7時，使用率超低。尤其過午夜後，場內頂多只停1、2輛車，平常幾乎沒停滿過，何不開放給附近居民使用，也達到「敦親睦鄰」的效果。

住富錦街的陳姓住戶表示，有時候住家附近真的停不到車位，希望松機停車場可開放部分車位，供民眾申請月租使用。

「南台灣偉士牌車隊」昨在永康舉辦家庭日車聚，超過百位偉士牌車友，騎愛車到場，展現濃厚的休閒復古風。

「南台灣偉士牌車隊」昨在永康公園舉辦家庭日車聚，有上百位車友從全台各地騎著愛車前來同樂，大家齊聚一堂開心表示，「偉士牌，讓我們變成一家人」。

凌晨5點半就從台中載著老婆，騎了4個多小時來到台南的鄭炎興表示，他今年67歲已有42年車齡，當初最迷戀偉士牌發動時的引擎聲，去年還曾騎著老車環島1296公里，太太也說，「嫁給沒有車的男人，從年輕到老都風吹日曬，但是感情卻更加甜蜜！」

「南台灣偉士牌車隊」發起人劉正強表示，車隊成立至今邁向第4年，共有200多名成員，平日車友都會在臉書上討論愛車如何保養，舉辦車聚能讓大家面對面聊得痛快，這次共有100多名車友齊聚一堂，在周末下午享受騎車兜風的愜意，相當痛快。

上百輛偉士牌中最搶眼的是吳嘉文的愛車GS160，他當初花18萬從東南亞進口來台，還花費10萬元烤漆、換皮與整修，去年有人出40萬元要購買，但他不賣就是不賣。

成員中年紀最大的是台銀經理退休的龔書圭，75歲的他住在高雄，退休後常騎著偉士牌到處遊山玩水，不僅去過中橫、南橫還到過雪霸。

這幾年雖因坐骨神經痛不能久站，但還是一樣騎著偉士牌到處趴趴走，他笑說，自己跟長壽的偉士牌一樣，耐操又帥氣。

菲央行料採其他措施遏止流動性

彭博報導，菲律賓央行總裁泰譚柯（Amando Tetangco）表示，菲國基準利率可能不是遏止貨幣供給的最佳工具，暗示當局可能物色其他工具來抑制貨幣供給。

泰譚科26日在宿霧（Cebu）匯率交易商會議上表示：「倘若流動性成長持續強勁，即使通膨前景仍在控制下，我們不會遲疑考慮進一步防範性宏觀審慎措施。」「微調政策利率可能造成意想不到的後果，徒增金融穩定壓力，因此並非最佳工具。」

隨著美國逐步退出空前的貨幣刺激措施，菲律賓央行致力遏止金融風險。菲國央行自2012年10月維持基準利率在空前低檔3.5%不變迄今，自3月起下令菲國銀行提高更多準備金，開始緊縮政策。

馬尼拉BDO Unibank Inc.首席市場策略師拉維拉斯（Jonathan Ravelas）表示：「利率應該是最後才動。」「菲律賓央行可能進一步調高存款準備金率，或採取其他宏觀審慎措施。」

泰譚科表示，升高的匯率波動、資產泡沫，以及過度的企業槓桿都是全球貨幣刺激措施退場步伐不一帶來的風險。泰譚科表示，央行持續在匯市，抑制菲披索的急遽波動。

方濟各創舉 同時封聖兩教宗

擔任教宗剛滿周年的方濟各打破慣例，同時為兩位前教宗封聖，逾百萬名教徒把梵蒂岡擠得水洩不通。這場封聖儀式不只是一場嘉年華會，還透露著方濟各的教會願景。

方濟各在主持封聖儀式時說，「若望二十三世與若望保祿二世都是時代的勇者。」儘管一般認為，若望二十三世屬於改革派，相較之下，若望保祿二世則是立場保守。

面對工業化帶來的經濟與社會演變，以及國際政治上的冷戰局面，若望二十三世一上任馬上著手籌備「第2次梵蒂岡大公會議」，冀望讓教會重新思辨，如何遵從教義核心理念，並因應現代化的變局。

義大利「共和報」分析，若望二十三與若望保祿二世都備受愛戴，但立場、風格不同，方濟各決定同時封聖，顯示他試圖調解教會裡不同派系，並凝聚教徒的信念。

已經辭世半世紀的若望二十三世在封聖的程序上還差1項神蹟。方濟各深受他的仁慈舉措感動，去年上任後馬上加快處理速度，並說，「辦理第2次梵蒂岡大公會議就是神蹟。」

方濟各在彌撒時擁抱小孩，聆聽病人與老人的傾訴，流露他對弱勢的關懷。長期擔任若望二十三世秘書的卡波維拉（Loris Capovilla）主教說，「這不是新鮮事，若望二十三世過去也是如此。」

剛封聖的兩位教宗差異並沒那麼大，雙雙縱橫國際，且影響力不僅止於教徒。前者任教宗前長期擔任教廷的外交官，曾派駐在傳教不易的保加利亞和土耳其；後者在擔任教宗時頻頻出訪，尤其是影響了東歐、蘇聯的局勢演變。

天主教「聖艾智德團體」（Community of Sant’Egidio）創辦人芮卡迪（Andrea Riccardi）指出，時任主教的若望保祿二世參加了教宗若望二十三世籌辦的第2次梵蒂岡大公會議，這是兩人的首要連結。

隨後，若望保祿二世對其他宗教抱持開放心態，就是延續了第2次梵蒂岡大公會議的精神。

這兩位教宗總能正確解讀複雜的局勢，不被現實壓迫，也不受悲觀主義打擊。芮卡迪說，「方濟各想傳承他們的精神，立下里程碑，面對當前嚴峻的全球化問題。」

日本電子情報技術產業協會(JEITA)25日公佈統計數據指出，因微軟(Microsoft)「Windows XP」作業系統即將在2014年4月結束服務、令日本企業掀起換機潮，加上消費稅稅率調升前夕民眾瘋搶購，帶動2014年3月份日本國內PC(桌上型電腦+筆記型電腦)出貨量較去年同月大增20.8%至164.2萬台，連續第6個月呈現增長，出貨量連續第4個月突破百萬台大關、且月出貨量創2007年4月採用現行統計方式以來史上新高水準。

3月份日本桌上型電腦(桌機)出貨量較去年同月大增33.6%至49.8萬台，連續第9個月呈現增長；筆電出貨量勁揚16.0%至114.4萬台，連續第6個月呈現增長，其中包含超薄型筆電「Ultrabook」在內的Mobile Note機種(B5尺寸以下且重量未滿2kg機種)出貨量成長3.2%至27.3萬台，連續第9個月呈現增長。

另外，3月份日本PC出貨金額較去年同月大增40.7%至1,312億日圓，連續第9個月呈現增長。

3月份日本桌機出貨金額大增50.4%至379億日圓，連續第9個月呈現增長；筆電出貨金額大增37.1%至933億日圓，連續第9個月呈現增長。

警方針對反核民眾癱瘓道路的驅離行動持續進行。目前約有將近五百名群眾聚集在中山、忠孝路口，其中有將近一百餘人，穿著雨衣手拉著手，躺在馬路上不願離去，警方正對他們進行強制抬離；其餘抗議民眾則被警方以人牆，一步一步往南驅退，不過現場狀況仍尚未排除，且不時傳出警民受傷的消息。

反核群眾占據忠孝西路，警方凌晨近3時展開噴水、勸離抬人驅離行動，優勢警力和消防水車自忠孝西路由西往東推進，逼退群眾至忠孝西路和中山南路，阻擋群眾轉進，勸離抬人。

占據忠孝西路癱瘓交通，台北市長郝龍斌認定違法行為，警方今天凌晨2時51分展開驅離行動，抬離占路民眾，清空路面。

警方先從忠孝西路由西往東，往館前路、南陽街、公園路逐步推進，噴水驅離，清空路面，抗議民眾陸續退到忠孝西路和中山南路口。在忠孝西路地下道，警方和群眾一度對峙僵持，有群眾朝警察拋東西。

清晨5時20分，警力和消防水車推進到忠孝西路和中山南路口，對群眾採三方包圍的口袋戰術，阻擋群眾轉進，抬人驅離，群眾不散，雙方持續對峙。
