中國大陸審計署對地方債務進行一輪徹底的清算，發現許多沿海地方的債台高築，自去年打房潮過去後，開始出現賣地償債的現況。在地方政府有心炒作下，各省再度出現搶地「地王」風潮，但房市成交量卻在放緩，泡沫危機逐漸露出端倪。

目前開發商對中國房市前景相當樂觀。（好房資料中心）

金融界網站引述大陸國家統計局數據，2013年房地產開發企業土地購置面積38,814萬平方公尺，同比前年增長8.8％；房地產開發企業到位資金12.2兆元人民幣（下同），年增26.5％。

2014年1月，大陸土地市場非常火熱，北京、深圳、上海、杭州四個城市土地出讓金已達970億元。其中北京土地成交總額高達403.1億元，已經接近去年第一季總量，而一二線城市就頻頻出現地王潮。

目前開發商似乎對房市前景仍十分樂觀，但是卻忽視房市成交量下降的局面。報導指出，受調控升級以及年初淡季慣例影響，房地產市場明顯降溫。

中原地產研究中心的監測數據顯示，今年1月前26天，大陸54個重點城市新房成交住宅19萬套，相較去年同期下跌15.6％。其中，北京新建住宅、二手房住宅成交均處於低位。與房市降溫形成鮮明對照，「地王」已經嚴重透支市場未來的價格上漲空間。

專家認為，2014年在熱錢流向並不確定的背景下，房企高價購買土地或將面臨更大風險。因此，監管部門應在原有限購、限貸調控的同時，及時對土地市場價格進行監控指導，並將對土地市場價格監控指導納入調控範圍，避免土地市場價格攀高所帶來的風險。

美日部長談判 掃TPP障礙

（中央社記者林淑媛華盛頓2014年2月15日專電）「跨太平洋夥伴協定」（TPP）談判下週即將密集展開，美國貿易代表傅洛曼今天在華府與日本經濟再生大臣甘利明會商，傅洛曼坦言，汽車與農業仍是美國首要關切。

去年12月新加坡TPP部長會議中，12個參與談判成員國未能如期完成2013年底結束所有談判的目標，沉寂1個多月後，包括美國與日本平行談判及TPP部長會議，將陸續於下週分別在東京與新加坡展開，為結束TPP談判添加新動能。

今天雖然是美東時間週末，但美國貿易代表傅洛曼（Michael Froman）仍在華府與到訪的美國負責總統經濟大政的經濟再生大臣甘利明（Akira Amari）舉行雙邊會談，針對美、日雙方在TPP談判中未決議題磋商。

美國貿易代表署（USTR）官員指出，傅洛曼與甘利明檢視目前兩國談判現況，兩人同意於即將在新加坡舉行的TPP部長會議中合作，朝向結束高標準、廣泛性的TPP協定談判努力。

傅洛曼在與甘利明會面後表示，TPP是解決美國出口商與勞工進入日本市場長期障礙的重要機會，他希望確保能夠與日本有很好的結果，其中包括汽車與農業，仍是美國高度優先關切議題。

此外，USTR也指出，傅洛曼與甘利明兩人均同意，縮小美、日在農業、市場准入與貿易規則等議題歧異的重要性，並且歡迎美日TPP平行談判迄今所取得的進展，但也承認雙方歧見仍在，尤其在汽車貿易談判部分。

傅洛曼預定於21日啟程前往新加坡，出席新一回TPP部長會議，與包括日本在內的其他11個成員國進行新一回合談判，由於美、日兩國談判進展是TPP能否達成協議的關鍵，美國總統歐巴馬4月底前往日本訪問時，也將與日本首相安倍晉三針對TPP舉行元首會談，全力為結束TPP談判加把勁。
