越南政府將對傳銷公司營運規範加強管理

越南工商部競爭管理局已於本(2013)年11月22日在峴港市舉辦越南傳銷營運座談會。據越南傳銷協會於會中表示，經過11年的營運，越南全國至今計有65家國內及國外傳銷公司(含5家被撤銷執照的公司)，約有100萬人參與傳銷活動，傳銷產品項目約4,000種，大部分為機能食品、化妝品及家用器材，總營業額逾4,000兆越盾。

又據越南競爭管理局白局長文孟(Bach Van Mung)告稱，消費者對傳銷公司營運方式不予認同的主要問題，係公司過度宣傳產品功能、跨張參與傳銷運作人士的權利。另亦有少數企業模仿傳銷公司之變相運作，造成消費者損失及權責機關管理困難等。

為此越南政府將修訂2005年8月24日第110/2005/ND-CP號公告，有關貨品傳銷活動的管理規定，其中將調高傳銷公司須繳交押金額度、對給付參與傳銷活動人士的回扣設限、傳銷公司應對其參與售貨人士之違法行為負責、不再核發執照予有違反營運規範的傳銷公司。預估越南政府將於明年初發布並實施新版傳銷活動的管理規定。(資料來源：經濟部國貿局)
