林永樂赴南非 悼念曼德拉

外交部10日晚間表示，為了悼念已故的南非前總統曼德拉，外交部長林永樂在下午特別赴南非駐華聯絡辦事處，向設置的南非故總統曼德拉靈位致敬，表達中華民國政府的哀悼與追思。

曼德拉於上週病逝，各國政要都有意前往當地親自致意，不過由於我和南非並無邦交，加上沒有收到邀請函，目前成行的機會相當低，不過還是透過不同方式，表達對曼德拉的悼念。但從這樣的做法，不難看出台灣在外交工作上遭遇的困境。

外交部表示，林永樂與次長柯森耀及亞西及非洲司司長王建業，除向南非駐華辦事處設置的曼德拉靈位致敬，並簽名留言，表達哀悼與追思。南非駐華代表Musawenkosi Aphane也在場陪同答禮。

Aphane表示，總統馬英九的唁電是各外國元首中第1個送達斐方者，顯見對曼德拉故總統的感念及對南非情誼的重視，特別代表斐政府向我方致謝。

Aphane說，依南非習俗，南非政府未正式邀請任何外國政府派員參加此次國喪，但對有意願前往者也都不會排拒，另曼德拉故總統遺體將入土其故鄉庫努（Qunu），由於鄉間當地基本設施不足，無法容納眾多弔唁者，因此不建議前往，最後會在約翰尼斯堡安排國際政要友人出席的正式喪禮。

外交部表示，駐南非代表處大使徐佩勇除於第一時間向南非政府轉致我政府唁電及哀思外，並已獲安排在12日南非首府普里托利亞總統府瞻仰曼德拉遺容。
