卡拉噪音不OK 擾鄰告發率升

（中央社記者蔡沛琪台北2014年2月16日電）台北市環保局去年將非營業用卡拉OK噪音擾民納入管制後，統計近半年來陳情告發率大增，達到提升噪音告發管制目的。

市府環保局表示，過去常有民眾陳情在住宅區的小吃店附設卡拉OK有噪音問題；為維護環境安寧，日前依據噪音管制法，修正台北市禁止從事妨礙安寧行為的區域範圍及時段，首次將非屬營業用卡拉OK行為納入管制對象。

從去年8月1日起，在晚上10時至隔天早上8時、例假日中午12時至下午2時，若有卡拉OK噪音擾民，市府環保局不需量測音量分貝數，即可逕行告發處分，處新台幣3000元到3萬元不等罰鍰。

市府環保局統計，到今年1月止，施行半年以來卡拉OK噪音陳情稽查數共605件，相較於前一年同時期減少約27%，但是案件告發率從0.5%提升到10.7%，是前一年同時期告發率22倍，達到提升噪音告發管制目的。

市府環保局呼籲市民、業者及相關單位調整作業時間，避免在民眾休息時段從事妨礙安寧的行為；市民如遭受噪音困擾，可打1999，環保局會派人查處。
