網民有「被遺忘的權利」 谷歌受理歐洲網友刪個資

網搜龍頭谷歌即日起推出新服務，允許歐洲公民提出將其個人資訊，從搜尋結果移除的申請。歐盟最高法院13日裁定，人民有「被遺忘的權利」，谷歌必須接受民眾要求，刪除與其個人相關、不必要且過期的隱私資訊。

谷歌將提供網路申請單，申請者需填寫欲刪的網路連結、姓名與國家、解釋申請刪除的原因，並提供身分證明。

谷歌表示，將依個人隱私法、公眾知的權利以及傳播權三方面，對申請案進行評估，包括要求刪除的個資是否過期，是否與公眾利益有關；另將就金融詐騙、不當專業行為、刑事定罪和官員的公共操守逐一審核，決定是否移除網路資訊。

該服務從6月中旬即可落實，谷歌將在刪除的個資上做出標幟，但只在歐洲32國有效，歐洲以外仍可搜尋到被刪的個人訊息。

一名西班牙男子向國家資訊保護局申訴，指在谷歌搜尋結果中，可查到他的房屋拍賣啟事，認為谷歌侵犯個人隱私。歐盟委員會2012年提出法案，要求賦與人民「被遺忘的權利」。
