傳張交涉APEC太早托出底線 馬習會破局

陸委會前副主委張顯耀遭指洩漏國安機密，消息人士透露，全案可能與張顯耀代表我方與陸方交涉今年亞太經濟合作會議（ＡＰＥＣ）非正式領袖會議，太早和盤托出我方底線，導致「馬習會」破局。

今年ＡＰＥＣ非正式領袖會議十一月在北京登場，據指出，馬政府指派張顯耀代表我方交涉出席非正式領袖會議事宜，全力爭取馬總統親自與會。行政院長江宜樺上個月底接受ＢＢＣ中文網專訪時透露，政府仍在試圖說服北京在今年APEC期間舉行「馬習會」。

據悉，ＡＰＥＣ今年主辦國中國大陸最遲在八月底九月初，將遞送非正式領袖會議邀請函給各國，陸方規畫由某國台辦副主任前來遞交邀請函。

消息人士指出，張顯耀這次遭指洩漏國安機密，可能與太早和盤托出我方底線有關，不但導致「馬習會」破局，兩岸如今對給馬總統邀請函上的「稱謂」都沒談定，到時候北京若派人送來，我方收也不是，不收也不是，十分棘手。
