港股導航／改革受益股 有看頭

港股開高後呈現震盪走勢，截至收盤恆生指數上漲68點至23,811點，漲幅0.29%。國企指數收在11,432點，上漲56.7點，漲幅0.5%；恆生分類指數僅地產指數下跌。
中國海關總署公布11月貿易收支數字，出口年增12.7%，優於市場預期的7.0%，貿易順差達338億美元，連續兩個月超過300億美元，並創下近五年新高。數據轉佳除了傳統旺季因素外，之前穩定出口增長政策逐步發酵也是主因。展望未來，美國經濟好轉，歐元區經濟也沒有再差，兩大經濟體成長持續帶動外貿。
中國CPI數據同比上漲3%，市場預期上漲3.1%，其中食品價格漲跌互見，整體數據基本上維持穩定，由於去年基期關係，預期CPI維持此水準，全年數據落於調控目標內。
根據過去經驗，政治局會議結束一到兩周，就會召開中央經濟工作會議，市場廣泛討論明年的經濟目標，預期未來公布GDP增長目標應該是一個區間。
美國就業數據優於預期，市場關切寬鬆政策退市是否提早。屆時若確定開始縮減計畫，對股市為短空，但也意味著基本面良好，為長多訊息；預期指數震盪持續，震盪後仍有機會往上，投資方向以改革受益類股為主要方向，電子商務的快速擴張也帶來新的市場機遇。（作者是新光投信投資管理處中國研究員）

今年募兵達成率 目前僅達三成

立院國防委員會明天將針對募兵制進行專案報告，根據國防部提供數據，今年到11月為止，招募志願役士兵成績為8603人，距離本年度目標2萬8500人，達成率僅略高於三成。
國防部在報告中坦承，以目前軍方能提供的招募條件，在人才市場競爭力不足，無法改善競才條件。
今年國防部預計辦理11梯次志願士兵招考，目標2萬8500人，但至今只招收到8603人，僅達全年目標的30.2%。
