台灣環境不如美國，但當年人才都願回國服務。

中經合集團董事長劉宇環反問，政府要吸引海外人才到台灣，要有誘因、要有吸引力，但「台灣的誘因在哪裡」？

旭揚創投董事長邰中和是宏碁的創辦人，他認為，台灣缺乏的「不只是海歸，還有海外人才。」他舉例，台積電董事長張忠謀當年回來只做工研院院長，「不會是為了待遇」，是台灣當時有創新的動力和需要。

邰中和舉例，就像宏達電是「風雲際會」品牌，當年開發Windows手機，現在又做Android手機，是少有的成功，但「肌肉」不夠，對上蘋果、三星就吃虧。如政府幫助宏達電成華人品牌、吸納人才，台灣產業鏈都能成國際合作對象。
