OBU交易 防「皮包客」坑殺

台灣市場金融業務大開放後，來台鑽法律漏洞的皮包客增加不少，金管會已嚴加戒備，防止皮包客坑殺台灣投資大眾，並呼籲投資人勿買、勿投資。

所謂皮包客，指的是境外金融機構派員來台招攬、銷售非經金管會核准的金融商品。今年金管會大幅鬆綁國際金融業務分行（OBU）業務，銷售多項台灣境內投資人不得購買的金融商品。銀行圈傳出，部分銀行開始勸說國內投資人到境外設「紙上公司」，透過假境外客戶，到OBU開戶交易。

知情人士指出，部分外銀在幫客戶營造OBU需要的「身分」時，尤其大方。當客戶有需求，便透過全球的分行或子行，幫台灣客戶在異地成立紙上公司，對銀行而言，不僅可賺取手續費，還可趁機推銷OBU商品。客戶具有境外投資人身分後，皮包客即會上門兜售政府未核准的商品，部分產品風險極高，易造成鉅額損失。

金管會近期展開對國內銀行的OBU金檢，全面清查是否有招攬或勸誘本國客戶，到海外設公司再繞回國銀OBU開戶等不當情形，預估清查時間為期一個月。
