外交部說我方參與APEC沒有簽諒解備忘錄

APEC經濟領袖會議11月7日、8日在大陸北京舉行，我方由前副總統蕭萬長代表馬英九總統出席。至於其他與會名單，外交部國組司副司長徐詠梅表示仍在規畫中，目前尚未決定。

針對大陸國台辦所謂歡迎台灣依照「諒解備忘錄」與會的說法，徐詠梅說，我方從未針對參與經濟領袖會議，簽署任何書面文件。

徐詠梅說，我國為APEC正式會員體，權利義務與所有會員都相同，元首也有參加會議的權利，但我方基於APEC會議的和諧，才請適合人選代表馬總統出席經濟領袖會議。

她說，我方從未放棄元首參加的權利，也將持續努力製造有利條件，爭取元首出席。至於APEC代表團成員，目前仍在籌組當中。
